Fumigation or pest control?

In everyday use in Dubai, fumigation has come to mean any pest treatment at all. Somebody with ants in a kitchen will ask for a fumigation quote. In the trade, and on any certificate that has to satisfy a customs authority or a port, it means something much narrower — and the gap between the two causes a lot of confusion about what is being bought.

What fumigation actually is

Fumigation is the treatment of a sealed space with a gas. The point is that a gas penetrates: it moves through a stack of bagged rice, into the flutes of packed cardboard, through timber, into places no spray or bait could reach. That is the entire reason to use it.

It follows that fumigation has hard requirements. The space has to be genuinely sealable. Nobody can be inside it, or anywhere it can reach, for the duration of the exposure. It has to be ventilated afterwards and the gas has to be confirmed cleared before anyone re-enters. And it takes time — this is measured in hours or days, not in a visit.

That is why fumigation is a cargo and commodity service rather than a household one. Containers, ship holds, grain and commodity consignments and whole warehouses can all be sealed. An occupied apartment in a residential tower cannot.

What general pest control is

General pest control is targeted treatment of a specific species where it actually lives. Gel bait into the hinges and voids a cockroach harbours in, bait that ants carry back to the colony, tamper-proof rodent stations along a run, proofing that closes the entry point.

It works without sealing anything, which means you can stay in the property, and in most cases it is more effective against household pests than a gas would be — not less. A gas kills what is present on the day and leaves nothing behind. Bait keeps working and reaches the part of the population you never see, which is the part that matters.

So which do you need?

For almost every home and office question, the answer is general pest control, whatever the treatment is called when you book it.

• Cockroaches, ants, bed bugs, rodents or flies in a flat or villa — residential pest control, not fumigation
• A restaurant, café or food premises — a scheduled programme with documented visits
• Termites in a building — neither, strictly: termite control is soil injection and direct timber treatment
• An export consignment, a container, a ship's hold, a bulk commodity or a whole empty warehouse — fumigation is genuinely the right service

When the paperwork is the point

There is one case where the distinction is not academic at all, and that is export. If a shipment needs a fumigation certificate, or wooden packaging needs to meet ISPM 15, then the treatment and the documentation are the deliverable — the consignment does not move without them.

Worth knowing here: ISPM 15 compliance for pallets, crates and dunnage is usually met by heat treatment rather than by gas, and heat leaves no chemical residue. Vessels calling at UAE ports have a separate requirement again, covered by ship sanitation certificates. These are three different documents for three different situations, and asking generically for fumigation will not tell you which one your shipment needs.
